Access Holdings will tap the private placement market to draw privileged investors to its new capital raise programme, through which it plans to mobilise N40 billion in foreign currency, following an emergency general meeting on Thursday.

The proposed share sale gives room to one or more or two investors to acquire the shares at N20.25 each in accordance with terms and conditions to be set later, Nigeria’s biggest banking group said in a statement.

“The board of directors be and is hereby authorised to consider, negotiate, approve, and finalise the list of potential private placement investors; determine the structure, valuation, modalities, and timeline for the private placement,” it stated further.

Access Holdings requires key approvals from the Central Bank of Nigeria and the market regulator, the Securities and Exchange Commission, to initiate the capital raise.

Taking advantage of the issuance of dollar-denominated instruments to facilitate expansion into new markets has been a key consideration for the group since it unveiled its medium-term growth strategy to journalists in Lagos last October.

Roosevelt Ogbonna, the CEO of Access Bank’s commercial banking unit, said at the time that the lender is considering issuing the securities in two tranches – the first to development finance institutions and the second in the open market.

A looming deadline for banks in Nigeria to increase their regulatory capital to new limits by next March is compelling lenders to make last-ditch efforts to source fresh cash to shore up their core capital to the stipulated levels or resort to less favourable options, such as mergers, to stay in business.

As of last December, Access Bank had met the N500 billion minimum capital requirement for international banking authorisation, the license category to which it belongs, after mobilising the sum of N351 billion through a rights issue.

Raising that cash from existing shareholders lifted its share capital to N600 billion, according to a statement on its website.

The private placement will issue 2 billion shares in all, Access Holdings said. That will take its outstanding shares to 55.3 billion.

The group’s market capitalisation at market close on Friday stands at N1.1 trillion.

President Bola Tinubu and other party members attend the 15th National Executive Committee (NEC) meeting of the All Progressives Congress (APC) at the State House Conference Centre in Abuja.

Friday’s gathering marks the party’s second NEC meeting in 2025, after an earlier session held in February. It is also the first since Prof Nentawe Yilwatda emerged as APC National Chairman in July.

The meeting comes just days after the APC shifted its National Caucus and NEC meetings from 15–16 December to 18–19 December, with the NEC scheduled to hold at the Presidential Villa.

Minister of Foreign Affairs, Yusuf Tuggar, says the Nigerian Air Force personnel previously detained in Burkina Faso have now arrived safely at an Air Force base in Accra, Ghana.

Tuggar announced their arrival in a post on X on Friday evening.

“I can confirm that the pilots and crew of NAF C-130 (913) have safely arrived at the Air Force Base in Accra. The successful outcome reflects Nigeria’s commitment to diplomacy, regional cooperation, and the leadership of President Bola Ahmed Tinubu in resolving sensitive matters through dialogue,” he wrote.

The Burkina Faso military authorities detained the soldiers after their aircraft made a forced landing in the country.

They were released on Wednesday, 17 December, after President Tinubu dispatched a delegation led by Tuggar to meet with Ibrahim Traoré, leader of the Burkinabé junta.

In a statement, Tuggar’s spokesperson, Alkasim Abdulkadir, said both sides amicably resolved the matter involving the Nigerian Air Force pilots and crew.

The personnel had been held for nearly two weeks after the Confederation of Sahel States (AES) described the landing as an “unfriendly act” said to be in defiance of international law.

However, the Air Force explained that the crew detected a technical issue that required a precautionary landing in Bobo-Dioulasso, the closest available airfield, in accordance with standard safety procedures and international aviation protocols.

Talks between Nigerian and Burkinabé officials were held in Ouagadougou on Wednesday.

Abdulkadir said Tuggar conveyed a message of solidarity from President Tinubu to Traoré, as both sides explored ways to deepen bilateral relations and strengthen regional cooperation.

He added that discussions focused on improving political, security and economic collaboration, with particular attention to joint responses to security threats and collective action through existing regional frameworks.

Former Senator Peter Onyelukachukwu Nwaoboshi, who represented Delta North Senatorial District in the National Assembly, has passed away after a prolonged illness.

In a statement released on Friday, Festus Ahon, Chief Press Secretary to Sheriff Oborevwori, Governor of Delta State, confirmed the death.

Reacting to the development, Governor Oborevwori expressed deep sorrow over the loss, describing the former lawmaker’s death as a significant blow to Delta State, the Anioma people, and the nation at large.

He noted that Nwaoboshi was a prominent and courageous advocate for Anioma interests and a respected leader whose contributions to national development would endure.

“On behalf of the government and people of Delta State, I mourn the loss of my dear friend, Senator Peter Onyelukachukwu Nwaoboshi,” the governor said. “I extend my sincere condolences to his immediate family, the Anioma nation, members of our great party, the All Progressives Congress (APC), and all those touched by his life and service,” he said.

Governor Oborevwori recalled Nwaoboshi’s active and influential role in the National Assembly, particularly during his tenure as Chairman of the Senate Committee on Niger Delta Affairs, where he consistently advocated for the development of the Niger Delta region and Delta State.

He further noted that the late senator’s political journey was shaped by strong political lineage, selfless leadership, and unwavering commitment to democratic ideals.

This commitment also saw him serve two terms as Chairman of the Peoples Democratic Party (PDP) in Delta State.

Describing him as a dedicated public servant, the governor said Nwaoboshi devoted his life to serving his people, his party, and the nation, leaving behind a legacy marked by steadfast commitment to public service.

Senator Nwaoboshi served in the National Assembly from 2015 to 2023.

The Nigerian Air Force (NAF) C-130 aircraft, which was released on Thursday by Burkinabe authorities following a diplomatic meeting with Nigeria’s Minister of Foreign Affairs, Yusuf Tuggar, has arrived in Ghana.

NAF’s spokesperson, Air Commodore Ehimen Ejodame, revealed this in a statement on Friday. 

He said the aircraft departed Bobo-Dioulasso airfield, Burkina Faso on Friday evening and arrived safely in Accra in line with the updated flight plan.

Ejodame revealed that the aircraft landing in Ghana was in preparation for onward movement to Portugal via Banjul and Casablanca for its scheduled depot maintenance. 

The statement read, “The Nigerian Air Force (NAF) is pleased to confirm that its C-130 aircraft, which made a precautionary landing in Bobo-Dioulasso, Burkina Faso, departed this evening and arrived safely in Accra in line with updated flight plan, preparing for onward movement to Portugal via Banjul and Casablanca for its scheduled depot maintenance. 

“The Nigerian Air Force appreciates the concern and support expressed by members of the public and assures Nigerians that all personnel remain safe, the aircraft is serviceable, and the Service continues to operate to the highest standards of safety and professionalism.”

The Nation reports that there was a diplomatic misunderstanding between Nigeria and Burkina Faso two weeks ago after a Nigerian Air Force (NAF) C-130 aircraft made a precautionary landing in the Sahelian country on December 8.

The Confederation of Sahel States (AES) described the landing as an “unfriendly act carried out in defiance of international law.”

But according to a statement by a NAF spokesperson, on December 9, the aircraft was en route to Portugal for maintenance, but had to divert to the Bobo-Dioulasso Airfield in Burkina Faso after the crew detected a technical issue a few hours after departing Lagos on December 8.

Ejodame explained that the Bobo-Dioulasso Airfield was the nearest available airfield at the time, noting that the diversion was in line with standard safety procedures and international aviation protocols.

“Plans are ongoing to resume the mission as scheduled. The Nigerian Air Force appreciates the support received during this period and assures the public that the NAF remains professionally committed to strict compliance with operational procedures and safety standards, ensuring the protection of its personnel while fulfilling its constitutional mandate,” he said.

However, despite the explanation, allegations of espionage circulated online. These allegations were later refuted by credible sources at the NAF Headquarters.

Some online publications alleged that the aircraft was forced to land by Burkinabe authorities over alleged clandestine intelligence activities. They also alleged that the clandestine operation was backed by foreign powers, claiming that the experience of the crew onboard had no correlation with maintenance activities, contrary to the NAF’s assertion that the aircraft was en route to

But a credible source, who spoke to The Nation on December 15, debunked the allegations as entirely “false, misleading, and unsupported by facts.”

According to the source, the flight was covered by all necessary documentation, including provisions for diversion in line with international aviation procedures.

The source added that the precautionary landing at Bobo-Dioulasso was initiated strictly on safety grounds and in full compliance with standard aviation protocols.

“At no time was the aircraft intercepted, forced to land, or found operating without authorisation, and claims of airspace violation or hostile intent are fabrications intended to misinform and inflame public sentiment,” the source said.

The credible source also described the allegations of espionage, SIGINT operations, foreign sponsorship, or the involvement of other external networks, as “baseless”, insisting that the personnel on board were standard aircrew and mission-support officers “conducting a legitimate military air movement, not intelligence operatives, and the aircraft was not equipped with surveillance or data-collection systems of any kind.”

The source said that the professional interactions between the Burkinabe authorities and the NAF crew since the aircraft’s emergency landing, as well as the fact that the crew had been in contact with their families, indicated that there was nothing clandestine about the aircraft or the crew’s mission.

The source said, “Contrary to online speculation, there was no official statement from the NAF claiming that the crew had been released. 

“Matters relating to the aircraft and its personnel are being responsibly managed by the relevant Nigerian government ministries and agencies through established diplomatic channels, in line with international norms and bilateral relations.”

The source cautioned that the continued circulation allegation reflects a deliberate disinformation effort aimed at discrediting Nigeria, undermining trust, and straining regional relations. 

On Wednesday, December 16, President Bola Tinubu sent a delegation led by the Minister of Foreign Affairs Yusuf Tuggar, to meet with Ibrahim Traoré, Burkin Faso’s military leader, and both sides amicably resolved the issue, leading to the release of the aircraft and the crew by Burkinabe authorities on Friday, December 19.

The Nigeria Police Force (NPF) has reaffirmed the legality of its Motor Vehicle Tinted Glass Permit Policy, dismissing recent criticisms attributed to the President of the Nigerian Bar Association (NBA), Mr. Afam Osigwe, as misleading and inaccurate.

In a statement issued on Friday by the Force Public Relations Officer, CSP Benjamin Hundeyin in Abuja , the Police said the policy is firmly rooted in law and aimed at safeguarding public safety and national security, not revenue generation.

The statement is titled, “Nigeria Police Force And the Motor Vehicle Tinted Glass Permit Policy: Upholding the Rule of Law, Safeguarding Public Safety, And Respecting Due Process”.

It reads, “The Nigeria Police Force has observed recent public commentary attributed to the President of the Nigerian Bar Association (NBA), Mazi Afam Osigwe, concerning the Motor Vehicle Tinted Glass Permit Policy.

“In the overriding interest of public order, institutional clarity, and national security, the Force finds it necessary to place the facts on record, correct material misrepresentations, and reaffirm its unwavering commitment to the rule of law, public safety, and judicial authority.

“At all times, the Nigeria Police Force remains a law-abiding institution operating strictly within the framework of the Constitution of the Federal Republic of Nigeria, extant statutes, and valid orders of courts of competent jurisdiction.

“Under the leadership of the Inspector-General of Police, Kayode Adeolu Egbetokun, the Force has neither acted nor intends to act in contempt of court.

“Respect for the judiciary and adherence to due process remain non-negotiable pillars of police governance and command responsibility.

“The regulation of vehicle tinted glass is not a discretionary or arbitrary policy as erroneously put by the President of NBA. It is firmly grounded in law.

“The Motor Vehicles (Prohibition of Tinted Glass) Act, Laws of the Federation (LFN), 2004 is an Act of the National Assembly and NOT a military decree as misrepresented by the President of NBA.

“Section 2(3)(a) of the Act vests the Inspector-General of Police with statutory authority to issue permits, while Section 1(2) of the same Act requires applicants to establish legitimate security or health-related justification.

“This framework exists primarily to address public safety concerns, particularly the use of obscured vehicles in the commission of crimes such as kidnapping, armed robbery, terrorism, and other violent crimes.

“It is therefore incorrect and misleading to portray the policy as a revenue-driven initiative.

“The Nigeria Police Force is not a revenue-generating organisation. Nonetheless, the Force is empowered by law to receive funds that accrue incidentally in the discharge of its statutory functions.

“Section 26(1)(f) of the Police Act, 2020 (as amended) expressly recognises this authority. This legal position is neither novel nor controversial.

“In balancing accessibility for legitimate applicants with the imperatives of national security and operational sustainability, the Federal Government approved the Police Specialized Services Automation Project, which received due approval of the Federal Executive Council (FEC) in July 2022.

“The project is implemented under a lawful Public-Private Partnership (PPP) arrangement authorised by the Infrastructure Concession Regulatory Commission (ICRC) Act, with the Nigeria Police Force partnering a licensed Information Technology infrastructure provider.

“Under this automated framework, applications for tinted glass permits are processed online, subjected to security vetting, and approved strictly in accordance with law.

“Administrative fees paid by applicants are applied solely towards sustaining the technology infrastructure, data security systems, and workflow architecture supporting the process.

“They do not constitute revenue generation by the Nigeria Police Force.

“The allegation by the President of the NBA, Mazi Afam Osigwe, that payments are made into a “private account” operated by Parkway Projects is entirely false and betrays either a lack of understanding of payment processing systems or outright mischief calculated to mislead members of the public.

“Parkway Projects Limited is a Central Bank of Nigeria-licensed Payment Services Provider, engaged by the Federal Government as a payment collection channel for the Vehicle Tint Permit Project, in the same manner as platforms such as Remita.

“The reference number cited as bank account number of Parkway Projects by the President of NBA is not a bank account but a unique transaction identifier, used for reconciliation and settlement into designated government channels.

“While some motorists may desire tinted glass for privacy, aesthetics, or protection from sunlight, the indiscriminate use of heavily tinted vehicles has demonstrably undermined traffic surveillance, facilitated criminal concealment, and impeded intelligence led policing.

“The enhanced Tint Permit System was therefore introduced to standardise applications nationwide, improve vetting, and integrate security innovations, previously absent from the process while eliminating bottlenecks and tendencies for extortion associated with the previous process.

“This is part of a series of innovations recently introduced to modernise policing in Nigeria under the current Inspector-General of Police.

“The Nigeria Police Force recalls that enforcement of the policy was earlier voluntarily suspended following engagements with the NBA leadership and in response to public appeals.

“This decision was an exercise of institutional restraint and goodwill, not the result of any judicial restraint.

“The Force remains fully cognisant of pending matters before the courts, including Suit No: FHC/ABJ/CS/1821/2025, in which judgment has been reserved, and will not take any step capable of pre-empting or undermining judicial outcomes.

“The recent communication regarding enforcement was intended to provide advance public notice on operational planning, subject always to compliance with subsisting court directives and further guidance from the courts.

“Where any aspect of such communication is capable of misinterpretation, the Nigeria Police Force is open to constructive engagement to ensure clarity, harmony, and strict adherence to the law.

“That notwithstanding, the Nigeria Police Force will not expend valuable time responding to ignorant and mischievous claims especially by persons who have chosen to use malicious attacks on the Police as a launch pad to limelight and fame under the guise of being a defender of the masses.

“For the avoidance of doubt, no court has issued a restraining order against the Nigeria Police Force on this matter.

“The application for interim injunction was outrightly refused by the Federal High Court sitting in Warri.

“The earlier suspension of enforcement was a voluntary act of courtesy to stakeholder engagement.

“In the face of Nigeria’s current security realities, many of which are exacerbated by the abuse of tinted vehicles, the Force cannot abdicate its constitutional responsibility.

“It must also be noted that only a small percentage of motorists utilise tinted glass. No responsible police institution will allow the security of the overwhelming majority of Nigerians to be jeopardized in order to protect the narrow interests of a few, whether elitist or criminal, under the guise of public advocacy.

“Notwithstanding the foregoing, enforcement, where lawfully undertaken, will be professional, measured, and rights-compliant.

“The Inspector-General of Police reiterates that extortion, harassment, or abuse of authority by any police officer will not be tolerated. Officers found culpable will face severe disciplinary sanctions.

“However, Individual misconduct must not be weaponized to malign the Nigeria Police Force as an institution.

“While the Nigeria Police Force recognises the Nigerian Bar Association as a vital stakeholder in Nigeria’s justice system, public narratives that suggest institutional lawlessness or bad faith are neither accurate nor helpful.

“The Force will not continue to engage publicly with individuals who misuse respected platforms like the Nigerian Bar Association to pursue personal agendas or erode public confidence in lawful authority.

“The Force is also aware, through media reports, that Mr. Olukunle Edun, SAN, whose earlier actions were unsuccessful, has allegedly instituted a fresh suit at the High Court of Delta State, Orerokpe Division, despite the pendency of Suit Nos: FHC/ABJ/CS/1821/2025 and FHC/WR/CS/103/2025.

“The Nigeria Police Force has not been served with any processes in respect of this alleged action.

“Upon service, the Force will review same with its legal advisers and take all lawful steps available to it.

“The Inspector-General of Police, Kayode Adeolu Egbetokun reassures Nigerians of the Nigeria Police Force’s unyielding commitment to professionalism, transparency, accountability, and the protection of fundamental rights.

“The Force remains steadfast in its constitutional mandate to safeguard lives and property and will continue to act lawfully, decisively, and independently in the best interest of the Nigerian people.

“The Nigeria Police Force calls for calm, responsible public discourse and sustained respect for judicial processes as the courts pronounce on the issues before them.”

The Enugu State Government has debunked a media report claiming that the National Boundary Commission (NBC) has ceded Ette, a border community in Igbo-Eze North Local Government Area, to Kogi State.

In a statement issued on Friday by the Secretary of the Enugu State Boundary Committee, Dr. Solomon Ejim, the government assured the people of Ette, Igbo-Eze North LGA, and Enugu State in general that the NBC had yet to publish any report or decision on the protracted interstate boundary dispute.

The statement reads: “The attention of the Enugu State Government has been drawn to a fake and misleading online report claiming that the National Boundary Commission (NBC) has made a decision on the age-long interstate boundary dispute between Enugu State and Kogi State to the effect that Ette community in Igbo-Eze North Local Government Area of Enugu State has been administratively ceded to Kogi State.

“The Enugu State Government wishes to state categorically that the report is fake. The Director-General of NBC has also been contacted by the government and he vehemently debunked and disowned the report as outrightly false and not emanating from the Commission.

“Therefore, the people of Igbo-Eze North LGA and Enugu State in general are by this press statement enjoined to ignore the fake news, which is a clear handiwork of mischief makers.

“They are further enjoined not to entertain any form of anxiety, but go about their normal businesses, as no such resolution has been reached by the Commission in respect of the Enugu State–Kogi State.”

In related news, Enugu State Governor, Peter Ndubuisi Mbah, in late November, said that his government has made huge investments in the security architecture of the state to secure lives and businesses.

Speaking at the Southeast Business and Investment Summit 2.0 held at Amadeo Event Centre Enugu, the governor, who was represented by his Deputy, Ifeanyi Ossai, said it was clear the country was facing insecurity challenges, but noted that the government was doing everything it could to bring the situation under control.

“In Enugu, we have made huge investments in security to secure businesses, lives and others. The number of incidences is beginning to drop in Enugu drastically and rapidly.

“We may not be there yet, but we are working hard to get there. We have invested heavily in technology and intelligence gathering.

Some of the successes and breakthroughs we have made are not those we would discuss publicly, but be assured that while you are asleep, we are working hard to ensure that you are protected,” he said.

According to NAFDAC, the recall notice was issued by the French food safety authority, Rappel Conso, after it was discovered that the affected product contained milk and eggs without proper declaration on the label.

The agency said the undeclared allergens pose a serious health risk to individuals with food allergies or intolerances.

While NAFDAC noted that the risk of the recalled product entering Nigeria is low, owing to the Federal Government’s ban on noodle importation, it cautioned that illegal importation, online purchases, or international travel could still lead to the product finding its way into the country.

As a precautionary measure, NAFDAC disclosed that it has commenced surveillance and vigilance activities nationwide to prevent any possible entry or circulation of the implicated foreign Indomie noodles within Nigeria.

The agency urged distributors, retailers, and consumers to remain vigilant across the supply chain to avoid the distribution, sale, or consumption of the recalled product.

NAFDAC advised consumers who may come across the affected Indomie Vegetable Flavour noodles not to consume them and to dispose of the product immediately.

Members of the public were also encouraged to report any suspected sale or availability of the recalled product to the nearest NAFDAC office or via the agency’s toll-free line 0800-162-3322.
