The Yobe State House of Assembly has given accelerated consideration to a bill seeking to repeal and re-enact the law establishing the Rural Electrification Commission, aimed at ensuring a sustainable power supply across the state.

The bill, presented by the executive arm of government, passed its second reading on the floor of the House following extensive deliberations by lawmakers.

Leading the debate, the Majority Leader of the House, Hon. Nasiru Hassan Yusuf, said, “The establishment of the commission is a critical step towards accelerating socio-economic development and improving the living standards of people in rural communities.”

Yusuf explained that, “The commission would enable the state government to facilitate the deployment of renewable energy sources such as solar mini-grids, wind, and biomass systems to ensure adequate, affordable, and sustainable electricity supply across the state.”

The Majority Leader urged members to support the bill in order to enhance social service delivery, transform rural economies, and boost revenue generation.

In their separate contributions, members representing Mamudo, Karasuwa, Damagum, and Gujba constituencies— respectively Hon. Mohammed Isa Bello, Hon. Adamu Dala Dogo, Hon. Bulama Bukar, and Hon. Digma Maina Gana—described the bill as a welcome development, given the persistent power challenges in most rural areas of the state.

Presiding over the sitting, the Speaker of the House, Rt. Hon. Chiroma Buba Mashio, committed the bill to the House Standing Committee on Transport and Energy for further legislative action.

President Bola Tinubu has urged state governors to pass the State Police Bill into law to strengthen national security.

Speaking at the All Progressives Congress (APC) caucus meeting at the Conference Center of the Presidential Villa on Thursday, the President also called on party leaders to implement the Supreme Court’s ruling on local government autonomy.

He stated, “You have to navigate this country, whether we like it or not. You are in leadership positions that must yield and continue to promote, tolerate, and be flexible. Get involved in whatever is happening in your various states, up to the local government level.

I had a very long discussion with US and European counterparts. I was bragging to them that definitely we will pass a state police to improve security. They asked me if I’m confident, and I said, yes, I have a party to depend on. If at this level we fail, God forbid, we will not fail.”

On local government autonomy, Tinubu added, “Let us equally look at the recent Supreme Court judgment. Local government autonomy is and must be effective. There is no autonomy without funded mandate; we will give them their money directly. That’s the truth. That is compliance with the Supreme Court. Take the leadership seriously.”

The President also acknowledged the limited participation of women at the caucus meeting and urged party leaders to explore ways to expand women’s involvement in future gatherings.

Vice President Kashim Shettima, speaking on behalf of the President, noted that the APC now has 28 governors, including recent defectors from opposition parties, and said the party’s national reach across all six geopolitical zones would secure victory in the 2027 elections.

APC National Chairman Professor Nentawe Yilwatda expressed gratitude to the President, Vice President, National Assembly leaders, and governors for their support, highlighting the party’s membership drive, significant defections from opposition parties, and commanding majority in the National Assembly.

He noted that the party recorded 80 percent success in recent by-elections and continues to promote internal democracy.

Chairman of the APC Governors Forum and Imo State Governor, Hope Uzodinma, commended President Tinubu for his bold economic policies since 2023, the declaration of emergency on insecurity, and the cordial relationship between the Federal Government and subnational governments.

The arrival in Morocco signals a shift in focus from build-up to business, with competitive action now just days away.

Head coach Eric Chelle and his backroom staff led the team as they settled into their base in Fès, where all of Nigeria’s Group C matches will be played.

The city, steeped in history and culture, will serve as the Super Eagles’ home throughout the group phase of the tournament.

Nigeria’s build-up has been deliberately measured. After opening camp in Cairo, the Super Eagles used the period to fine-tune tactics, assess new faces and restore match rhythm, with the friendly against Egypt providing a valuable test against continental opposition.

Despite the result, the technical crew viewed the exercise as an important step in sharpening the team ahead of the tournament proper.

The Super Eagles were initially scheduled to hold their first training session on Moroccan soil on Thursday evening, but that has been pushed forward until Friday.

The training sessions are expected to intensify as the countdown to their opening match continues.

Team officials say the focus is on fitness, tactical cohesion and mental readiness, as expectations rise back home.

Nigeria are drawn in Group C alongside Tunisia, Uganda and Tanzania, a group that promises no easy fixtures.

The Super Eagles will begin their campaign against Tanzania on 23 December at the Complexe Sportif de Fès, followed by a match against Tunisia on 27 December and concluding the group stage against Uganda on 30 December.

For Nigeria, the tournament represents a fresh opportunity to end a long wait for continental glory. The Super Eagles last lifted the AFCON trophy in 2013, adding to earlier triumphs on home soil in 1980 and in Tunisia in 1994.

Since then, near misses and painful exits have defined recent campaigns, including a runner-up finish at the last edition.

A High Court of the Federal Capital Territory (FCT) has granted an interlocutory injunction restraining a former Abia State Commissioner for Information, Barr. Eze Chikamnayo, from making or publishing allegedly defamatory comments against Governor Alex Chioma Otti, pending the determination of a ₦100bn defamation suit filed by the governor.

Justice J.E. Obanor, in a ruling delivered on Thursday, ordered Chikamnayo to desist from “writing, authoring, sharing, circulating, broadcasting, voicing, forwarding and/or syndicating” any defamatory content against the claimant on his Facebook wall, Iyierioba Chikamnayo, or on any other social or digital media platforms, including X, Instagram, Telegram, WhatsApp and TikTok, as well as traditional media such as newspapers, radio and television, pending the determination of the substantive suit.

The judge stated: “Having carefully considered the application and all the processes before the Court, and there being no process challenging same, I am satisfied as to the need to grant the interlocutory order sought. Motion No. M/15807/2025 is hereby granted, and the orders are accordingly made as prayed, pending the determination of the substantive suit.”

The court adjourned the matter to January 19, 2026, for hearing.

The ruling followed a motion on notice filed by Governor Otti’s legal team, led by Dr Sonny Ajala, SAN, accusing Chikamnayo of continuing to publish offensive materials against the governor despite being served with court processes on October 17, 2025.

According to court documents, Chikamnayo allegedly published a series of posts on his Facebook page between October 17 and October 31, 2025, after being served with the originating processes in the suit. Some of the posts allegedly described the governor in derogatory terms.

In an affidavit in support of the motion, deposed to by Ifeanyi Michael Agbo, practice manager at Deeplaw Associates, the governor’s legal team stated that the defendant, described as a legal practitioner, continued to publish offensive materials against the claimant despite being aware of the pending lawsuit.

The affidavit further alleged that the publications were intended to cause reputational damage and incite public hostility against the governor.

In a written address accompanying the motion, Otti’s counsel argued that the continued publications violated the doctrine of sub judice, which prohibits actions or statements capable of prejudicing matters pending before a court.

Dr Ajala also submitted that the conduct complained of contravened Rule 30 of the Rules of Professional Conduct for Legal Practitioners 2023, which enjoins lawyers to refrain from acts that may obstruct or adversely affect the administration of justice.

The substantive suit, filed on October 8, 2025, followed a demand letter dated October 2, 2025, requesting a retraction of the alleged defamatory publications, which the defendant allegedly failed to comply with within the stipulated seven days.

In the suit, Governor Otti is seeking a declaration that his reputation, goodwill and standing have been gravely injured by the alleged false and malicious publications. He is also claiming ₦100bn as damages for reputational injury, psychological and emotional trauma.

The governor is further asking the court to compel the defendant to tender an unreserved apology to be published on his Facebook page and in selected national newspapers, as well as an order of perpetual injunction restraining further defamatory publications and ₦250m as cost of the action.

Earlier, on October 16, 2025, Justice Obanor had granted leave to serve court processes on Chikamnayo through substituted means, including his Facebook wall and phone and WhatsApp number, after the court was informed that those were the channels through which he could be reached.

The defendant was ordered to enter an appearance within 30 days of service or risk judgment being entered in his absence.

The ruling All Progressives Congress, APC, has announced the defection of Plateau State Governor, Caleb Mutfwang, from the Peoples Democratic Party, PDP.

The announcement was made by APC National Chairman, Nentawe Yilwatda, also from Plateau State, during the party’s 14th National Caucus meeting at the State House Conference Centre, Abuja.

Yilwatda noted that with Governor Mutfwang’s defection, APC now controls all the states in the North Central region.

It is recalled that the meeting is currently in session, with President Bola Tinubu present, along with the six governors who recently defected from PDP to APC.

The House of Representatives on Thursday approved a 10-year jail term or a fine of N75 million for anyone found guilty of forging nomination papers or result forms, or willfully defacing or destroying election-related documents.

The decision followed the House’s consideration of amendments to the 2022 Electoral Act, during which lawmakers approved an upward review of the fine from N50 million. 

The House also approved a fine of N5 million for the improper use of a voter’s card.

However, the lawmakers rejected a recommendation seeking to impose a two-year jail term on individuals who financially or materially induce delegates to influence the outcome of party primaries, congresses or conventions. Members argued that such a provision could be abused by political opponents to witch-hunt candidates.

The House also deleted an existing provision that mandates the cancellation of votes and the conduct of a fresh election in polling units where over-voting is established.

Instead, it approved a new provision stipulating that where over-voting occurs, the excess votes should be deducted from the scores of all candidates, while the presiding officer at the affected polling unit should be prosecuted.

Addressing newsmen after the plenary, Chairman of the House Committee non Electoral Matters, Adebayo Balogun said the Electoral Bill 2025 was originally introduced as a Bill for an Act to repeal the Electoral Act 2022 and enact a new Electoral Act for Nigeria. 

He said, “This approach was informed by our collective desire to build on the gains of recent elections and to respond to emerging challenges and opportunities within our electoral system. The Committee, guided by stakeholder engagements, public hearings, and expert submissions, initially proposed far-reaching reforms intended to modernize and strengthen our electoral framework.

“Among the reforms canvassed were provisions on early voting, inmate voting, the replacement of the Permanent Voters’ Card with more technology-driven voter accreditation mechanisms, adjustments to electoral timelines, and other innovations that, if adopted, would have significantly altered the structure, philosophy, and core provisions of the Electoral Act 2022.

“However, as the legislative process progressed, particularly during the sittings of the National Assembly Joint Committee on Electoral Matters, it became evident that many of these far-reaching proposals did not command the support of the majority of members across the two Chambers, nor did they enjoy sufficient consensus among key stakeholders.

“In legislative practice, a repeal of an existing law and enactment of a new law is appropriate where the proposed changes fundamentally transform the identity of the principal Act. 

“In this instance, because several of the proposed provisions such as Early Voting, Inmate Voting, Removal of the Permanent Voters Card (PVC), Election Timelines amongst others, that would have occasioned such a fundamental transformation were not approved at the committee stage, the House, sitting as a Committee of the Whole during the consideration of the report, wisely resolved that it would be more appropriate to proceed by way of amendment rather than outright repeal of the Electoral Act 2022.

“This decision is not a setback to the electoral reform. Rather, it reflects the maturity of our democracy and the responsibility of Parliament to legislate in a manner that is inclusive, balanced, and anchored on broad agreement.

“Courts, including Nigerian courts following common law principles, consistently hold that what matters is the effect of the legislation, not its label.

“You will notice that despite the rigorous work done by the Electoral Committee, there were also very meaningful amendments introduced by Members of the House during the consideration of the report in the Committee of the Whole, indicating a robust debate and reflection of the immense importance attached to the Electoral Bill 2025 by the House of Representatives.

“The Electoral Act 2022 remains one of the most progressive electoral laws in our history, and the amendments proposed under the Electoral Bill 2025 are designed to consolidate its strengths, address observed gaps, and improve implementation, without undermining the stability of the existing legal framework.

“I want to assure Nigerians that the House Committee on Electoral Matters has conducted this process with utmost transparency and diligence. We engaged widely with the Independent National Electoral Commission, security agencies, civil society organizations, political parties, professional bodies, development partners, and citizens across the country. The outcome before the House today is a product of those engagements and reflects the realities of consensus-building in a democratic legislature.

“While some innovative proposals could not be accommodated at this stage, they remain part of our national discourse on electoral reform. As our democracy evolves and wider consensus is achieved, such ideas can be revisited in the future through further legislative intervention.

“As we have concluded consideration of this report, I reaffirm the commitment of the House of Representatives, and indeed the National Assembly, to credible elections, democratic stability, and the continuous improvement of our electoral laws. Our goal remains clear: to ensure that every election in Nigeria is transparent, inclusive, secure, and truly reflective of the will of the Nigerian people.

The federal government, through the Attorney-General of the Federation and minister of justice, Lateef Fagbemi, has opposed a proposal by the Senate to amend Nigeria’s anti-terrorism law to impose the death penalty for kidnapping-related offences.

Fagbemi warned that the proposal could undermine Nigeria’s cooperation with international partners in counter-terrorism efforts.

He said countries that oppose capital punishment may refuse to extradite suspects who could face the death penalty in Nigeria.

Fagbemi spoke on Thursday at a public hearing on the proposed amendment to the Terrorism (Prevention and Prohibition) Act, adding that the provision could inadvertently create safe havens abroad for terrorism suspects.

The hearing was jointly organised by the Senate committees on human rights and legal matters, national security and intelligence, and interior.

The AGF said: “We must consider the practical bottleneck that the inclusion of the death penalty creates for international cooperation and mutual legal assistance.

“Many of our international partners in the global war on terror will not extradite high-profile suspects if they face the risk of capital punishment.

“By including this provision, we may inadvertently create a safe haven abroad for the very masterminds we seek to bring to justice, as foreign courts will block their repatriation to Nigeria on human rights grounds.”

He said the federal government’s position was informed by legal, strategic and human rights considerations.

The bill, titled Terrorism (Prevention and Prohibition) Act (Amendment) Bill 2025 (SB.969), was sponsored by all senators.

The bill was introduced for first reading on November 27, a day after the Senate resolved to classify kidnapping as terrorism and make it punishable by death without the option of a fine.

On December 3, the Senate passed the bill for second reading.

Fagbemi urged lawmakers to reconsider the death penalty clause, saying it could fuel extremist narratives.

“From a tactical perspective, it is our view that the proposal to include the death penalty for convicted terrorists should be reviewed, because it inadvertently facilitates the ‘martyrdom’ trap.

“A state-sanctioned execution is viewed not as a deterrent but as a validation of their cause. We must avoid giving these groups the martyrs they need to fuel their recruitment drives and incite further retaliatory violence against the state and its citizens,” he said.

The minister also cited the reluctance of state governors to sign execution warrants, noting that this has resulted in a de facto moratorium on executions and left death-row inmates in prolonged legal limbo.

Fagbemi said prolonged detention of convicted terrorists worsens prison congestion and poses security risks.

“By keeping these high-risk individuals in the general prison population for decades, we inadvertently create ‘radicalisation hubs’,” he said.

He also cautioned against the irreversibility of capital punishment, citing the risk of judicial error.

“The finality of the death penalty leaves no room for the rectification of errors, should fresh evidence come to light,” Fagbemi said.

Responding, Senator Adeniyi Adegbonire, chairman of the Senate committee on human rights and legal matters, said lawmakers would consider all submissions before taking a final decision on the bill.

The Federal Government has said it will revive the abandoned multi-billion-naira government printer facility in Abuja after years of neglect and waste.

The announcement was contained in a statement issued by the Ministry of Information and National Orientation on Thursday.

The decision to revive the facility followed an inspection by the Minister of Information and National Orientation, Mohammed Idris. The statement noted that the action is part of broader efforts to improve accountability and the management of public assets.

What the FG is saying 

The statement described the continued abandonment of the government printer facility as unacceptable and inconsistent with the administration’s drive to curb waste and recover value from public investments.

The project, which began in 2001, was about 70% completed but had remained idle for years.

Several high-grade printing machines supplied as far back as 2007 were still unused, many sealed in their original crates, while some have become obsolete due to prolonged neglect.

“The Federal Government will take decisive steps to halt years of waste and neglect following an inspection of the long-abandoned Government Printer facility in Abuja by the Honourable Minister of Information and National Orientation, Mohammed Idris, on Thursday. 

“During the visit, the Minister expressed deep concern over the state of the facility, describing the abandonment of the multi-billion-naira project as unacceptable and inconsistent with the Federal Government’s renewed focus on prudence, accountability, and optimal use of public assets under the Renewed Hope Agenda of President Bola Ahmed Tinubu,” the statement read in part.  

The Ministry added that the inactivity of the facility had forced the government to outsource the printing of sensitive national documents that should ordinarily be handled internally.

Facility assessment and next steps 

The statement further noted that the inspection also revealed other underutilised assets at the site, including a 2000 KVA generator installed in 2011 that had never been used.

The Ministry said the visit allowed officials to

assess the situation firsthand and carry out a proper stock-taking.

Recommendations are expected to be submitted to the President and the Federal Executive Council on the best approach to revitalise the printer facility and prevent further waste of public resources.

The initiative to revive the abandoned government printer facility is part of the Federal Government’s broader effort to address the neglect of public assets.

For example, in December 2024, the Ministry of Housing and Urban Development announced plans to rehabilitate and lease unused or dilapidated federal buildings in Lagos in collaboration with private investors.

Dangiwa noted that many of these properties have been neglected over time, creating operational and security challenges for the state.

Many other government projects and public assets nationwide have also been abandoned or left in disrepair. Efforts to revive them are therefore seen as a welcome step toward addressing years of neglect.

The Nigeria Police Force National Cybercrime Centre (NPF–NCCC) has apprehended a suspected cyber fraudster linked to coordinated attacks on Microsoft 365 email platforms used by corporate organisations.

The arrest followed an intelligence-led investigation triggered by credible information from Microsoft Corporation in the United States, conveyed through the Federal Bureau of Investigation (FBI).

The intelligence exposed the deployment of a sophisticated phishing toolkit, known as RaccoonO365, designed to compromise Microsoft email accounts.

Addressing journalists in Abuja, the Force Public Relations Officer, CSP Benjamin Hundeyin, explained that the toolkit was used to create fake Microsoft login portals that closely mimicked legitimate authentication pages.

Unsuspecting users were deceived into entering their credentials, which were then harvested and used to gain unauthorised access to corporate, financial and educational email systems.

According to him, the intelligence prompted a coordinated operation by the NPF–NCCC in collaboration with Microsoft, the FBI and the United States Secret Service.

“Investigations revealed that between January and September 2025, multiple organisations across different jurisdictions suffered unauthorised access to their Microsoft 365 accounts through phishing emails. These attacks led to business email compromise, data breaches and significant financial losses.

Acting on precise operational intelligence, NPF–NCCC operatives were deployed to Lagos and Edo States, where three suspects were arrested. Searches conducted at their residences led to the recovery of laptops, mobile phones and other digital devices. Subsequent forensic analysis linked the recovered items to the cyber fraud operation.

Further investigation identified Okitipi Samuel, also known by the aliases “RaccoonO365” and “Moses Felix,” as the principal suspect and the developer of the phishing infrastructure. Police findings indicate that he operated a Telegram channel through which phishing links were marketed and sold in exchange for cryptocurrency. The fraudulent Microsoft login portals were reportedly hosted on Cloudflare using stolen or fraudulently obtained email credentials,” he revealed.

The police, he added clarified that investigations so far have found no evidence connecting the two other arrested individuals to the development or management of the phishing infrastructure.
